Under limited supervision, coordinates, oversees, plans, schedules, directs, and carries out work activities of the Industrial Pretreatment Program (IPP). Supervises employees under these programs. Monitors and directs activities of assigned programs to ensure compliance to regulations and adherence to customer service objectives. Performs other related duties to include preparing related correspondence, maintaining data/data bases, analyzing trends in compliance, preparing information for classification, permitting and enforcement activities, preparing schedules for sampling, preparing budgets, etc. Reports to the Wastewater Treatment Superintendent.
 

SPECIFIC DUTIES AND RESPONSIBIITIES

 

1.      Coordinates and supervises the people and processes of the Industrial Pretreatment Program to ensure compliance with all current and future regulations.

 

2.      Coordinates and oversees, schedules and tracks program activities including sampling, data collection, inspection, billing, permitting and enforcement activities.

 

3.      Continuously evaluates the Industrial Pretreatment Program and makes/implements improvements to the compliance, customer service and financial aspects of programs.

 

4.      Provides necessary training to assigned staff to ensure compliance with safety and performance standards. Coaches and counsels staff to correct deficiencies in performance and promote development. Develops and implements procedures to ensure quality and efficiency of programs.

 

5.      Maintains communication and develops positive working relationships with regulators to ensure adherence with program requirements.

 

6.      Prepares and issues permits, authorizations, BMP's and other control mechanisms to users/customers as appropriate and/or required.

 

7.      Coordinates, initiates and tracks enforcement actions taken against dischargers related to the Industrial Pretreatment Program. Prepares Letters of Violation and Orders, schedules conferences, established compliance schedules, assesses penalties, etc. as directed by the Wastewater Treatment Superintendent.

 

8.      Supports/coordinates sampling and analyses necessary for NPDES permit renewals as related to assigned programs. Is responsible for the development and management of head works loading analyses and POTW capacity allocations; makes recommendations for necessary changes in strategy or application to preserve or optimize capacity allocation(s).

 

9.       Manages the implementation and quality of data, filing systems and data bases utilized for administration of the Industrial Pretreatment Program.

 

10.  Routinely reviews data for accuracy and compliance. Prepares and disseminates reports as required or requested.

 

11.  Assists in review of industrial surveys and makes determination for appropriate control mechanisms. Reviews plans and specification submitted by users for applicability with established standards.

 

12.  Prepares professional correspondences (letters, memos, e-mails, reports, schedules, etc.) as necessary to administer the program(s) and meet customer service requirements.

 

13.  Provides technical assistance and support to all programs within the Wastewater Treatment Department as requested. Acts as an investigative resources in the wastewater treatment process in matters of compliance.

 

14.  Develops and disseminates customer/public outreach materials; schedules and plans recognition programs for customers/stakeholders as needed.

 

15.  Investigates and resolves customer service issues and/or complaints.

 

16.  Coordinates billing activities for assigned programs and resolves discrepancies or inefficiencies.

 

17.   Plans, schedules and conducts meetings with internal and external customers as necessary to achieve program goals.

 

18.  Supports and assists in all duties associated with assigned programs (sampling, inspection, analysis, data entry, plan review, reporting, enforcement, etc.) as necessary to achieve objectives.

 

19.  Coordinates/supports investigations into collection system/SSSD facility waste receiving stations or treatment plant upsets.

 

20.  As assigned, serves as the project manager for various projects within the Wastewater Treatment Department.

 

21.  Operates a vehicle and various specialized equipment in the performance of the job.

 

22.  Performs other duties as requested.


MINIMUM TRAINING AND EXPERIENCE

 

It is preferred that the applicant have a Bachelor's degree in Chemistry, Biology, Environmental Science, Engineering or other relevant discipline with three years of experience in an industrial pretreatment program, or an Associates level degree with five years of experience in an industrial pretreatment program, or an "A" level operator certification in wastewater treatment with five years of experience in an industrial pretreatment program.
