Spartanburg Water’s Engineering Department is staffed by experienced individuals who work with other engineers, developers, contractors and homeowners needing support in the design and installation of new water and sewer infrastructure.

In this section, you will find information to support your need for new development and extension projects, including the many standards, policies and forms necessary to complete your project in accordance with Spartanburg Water’s requirements. All projects must comply with the standards and requirements outlined in the documents on this portion of our website.

The Spartanburg Water Developers' Manual found below provides guidance for individuals or businesses considering residential and commercial development within the Spartanburg Water jurisdictional areas.

All water and sewer design must be completed by an engineer licensed to practice engineering in the state of South Carolina. All water and sewer construction must be completed by utility contractors licensed in South Carolina and approved by Spartanburg Water.

Upon completion and final acceptance by Spartanburg Water of all facilities constructed under the following policies and guidelines, these facilities shall become the property of Spartanburg Water which shall then be responsible for operation and maintenance. However, for a period of one year from the date of final acceptance of the facility, the contractor shall be responsible for any repairs needed that are a result of improper or inadequate construction practices.
